台北市首個傳統市場「BOT改建案」中崙市場，計畫要打造類似百貨公司的「精品市場」，2樓將設置熱炒、輕食和百貨區；本預計趕在6月世大運前開幕，但現在卻傳出，市場處要攤商自行裝設排煙設備，目前初估要12萬，議員張茂楠批評，市場改建後反而「有鼎無灶」，實在不合理。

中崙傳統市場改建更新案自民國102年動工，預計在今年2月完工啟用，其中一樓規劃62攤作為生鮮魚、肉品、蔬果買賣，二樓規劃熱炒區20攤、輕食區手提包品牌34攤、百貨區共計71攤。

但中崙市場自治會林明竹踢爆，二樓飲食行李箱牌子區規劃不良，本未規劃瓦斯管線，經攤商抗議後才重新配管設置瓦斯管線、排煙風管等，但卻拒絕增設吸排油煙設備，市場處還表示吸油煙設備應由攤商自行吸收承擔。

張茂楠7日下午邀集市場處和數十名攤商會商，表示大樓是密閉式空間，設置熱炒區有排煙設備需求，但市府建置了排煙系統，卻要攤商自行負責終端的設備，「就像買了車卻沒附冷氣，非常不合理」，要求市府比照百貨公司美食街，統一建置與管理設備。

許玄謀強調，排煙設備屬於生財設備，應由使用者付費；他解釋，市府和BOT廠商針對中崙市場改建案，投入近4000萬經費，每攤平均投入近30萬元，建物的中央排煙設備已建立完成且包裹在補助項目裡，不該額外要求市府裝設，而攤商分為熱炒、輕食等不同業態，對於終端的排煙設備需求不同，「不可能要市府全部都用最高等級的設備」，攤商應依據需求自行裝設。

但不少攤商直言，排煙機具是應該固定設備，市場處不該擺爛不裝；且若交由各攤自行購買設備，沒有統一的設置規格，未來管理也有困難，甚至未來若攤商不租攤位，排煙設備也難以搬走。
